Supporting indigenous excellence
The purpose of the Ōtorohanga Ora initiative is to increase community wellbeing by establishing a 2-year contestable fund, seeking seasonal events and/or initiatives significant to Māori and the wider community.
The initiative has a bicultural framework, criteria and accountability that aligns with the Better Off Fund, and have clear outcome and performance measures identified.
This fund opened for applications on 1 January 2024. The application process and application form can be found below.
Funding allocation
Administration - $30,000
Administration to develop the framework
Administration to support the community committee
Contestable - $100,000
The fund would be available for the projects
A third year of funding, or additional events, may be possible if surplus funds remain.
Outcomes
Expected outcome - Community unity and increased local pride and community spirit
Measure - Minimum of four events/initiatives being held in a year
About this funding (background)
The Ōtorohanga District Council has been allocated $2.6 million from the Government as part of the Better Off Fund (BOF). This is to provide funds to councils nationwide to support community development and climate resilience as they transition away from managing 3 Waters - now known as Affordable Waters.
Through workshops and voting processes, four priority projects were identified and approved by Department of Internal Affairs (DIA) on behalf of the Government, which included $130,00 for the "Ōtorohanga Ora - Contestable Fund", see related pages for the background story.

The development of the Criteria, Objectives and supporting documents.
The Terms of Reference established to ensure a responsive committee. The committee will be responsible for administering and granting funding from the Better Off Fund, for community initiatives that promote indigenous excellence.

Ōtorohanga Ora – Contestable Fund is currently at this stage
There are quarterly funding rounds being:
Raumati (Summer) Period: 1 January – 31 March
Ngahuru (Autumn) Period: 1 April – 30 June
Hotoke (Winter) Period: 1 July – 30 September
Koanga (Spring) Period: 1 October – 31 December
At the end of each period the Komiti/ Committee will review, assess, and grant funding to eligible community initiatives, that align with the criteria and objectives that promote indigenous excellence.
